rubocop: enable Style/TrailingBodyOnMethodDefinition. 
This is default, more consistent with Ruby style and autocorrectable.

I have updated the usage in Homebrew/core to be consistent.

rubocop: set LineLength to 118. 
GitHub diff UI wraps beyond 118 characters. This also allows enabling
`Style/IfUnlessModifier` (which autocorrects).

4e5b9f57ca
diagnostic: check homebrew-core git status. 
Also look in Homebrew/homebrew-core for uncommitted files (in some ways
we care about uncommitted stuff there more than Homebrew/brew). Also,
list all the modified files even when on non-CI to make it easier for
users to figure out their own issues and check the contents of the
whole repos rather than just a subdirectory.

In general this is a cleanup that should have been done long ago (when
we split Homebrew/brew and Homebrew/homebrew-core).

upgrade: suggest full_name when appropriate. 
Otherwise `brew install foo/bar/baz` when an older version of `baz` is
installed will tell you to run `brew upgrade baz` which won't work.

cmd/uninstall: handle unparsed arguments. 
If `Homebrew.args` hasn't yet been populated then `named` will return
`nil`. Instead, ensure it is an array before we try to `join` it.

This is pretty much only a test-time problem but has been causing flaky
builds.

115aafb9eb
formula_assertions: print output on assertion failed. 
When doing `brew test --verbose` (as `brew test-bot` does) ensure that
the output is printed when an assertion fails to more easily debug the
test failure.

rubocops/patches: Make more GitHub patch locations enforce revisions 
- We recently deleted a load of old Homebrew/formula-patches patches for
  non-existent core formulae
  (https://github.com/Homebrew/formula-patches/pull/283). This is a good
  action to take. Users should always be able to retrieve the patch once
  it's been deleted from the repo, if the formula they continue to use
  specifies a git revision to pull from, not just `master`.
- The code to detect `master` formulae was already here, so this adds
  another GitHub host to the detection: `raw.githubusercontent.com` as
  that's what the current patches that use `master`
  (https://github.com/Homebrew/homebrew-core/pull/51329) link to.
- Fixes https://github.com/Homebrew/homebrew-core/issues/51313.
