The `--no-publish` flag isn't used anywhere since we removed all the Bintray code. Also, the `--no-upload` flag used in `pr-pull` doesn't apply the bottle commit, so its description has been modified.

This directory contains all the code run by the official brew command in Homebrew and all formulae (package descriptions) in taps (repositories containing formulae) in Taps subdirectories.
