cask/installer: improve *_FORBIDDEN_* env handling.
- Improve the error message when a cask or formula is forbidden by an
  environment variable (fixes #17880)
- Move the `forbidden_tap_check` and `forbidden_cask_and_formula_check`
  methods to the top of the `install` method, so that they are checked
  before the main cask is downloaded.

Homebrew Ruby API

This is the API for Homebrew.

The main class you should look at is the {Formula} class (and classes linked from there). That's the class that's used to create Homebrew formulae (i.e. package descriptions). Assume anything else you stumble upon is private.

You may also find the Formula Cookbook and Ruby Style Guide helpful in creating formulae.
