extend/ENV/super: always set PKG_CONFIG_LIBDIR ...

Setting PKG_CONFIG_LIBDIR overrides compiled default. This helps reduce
opportunistic linkage when pkg-config call finds modules installed on
system but not included in a formula's dependency tree.
