Use cache_store for descriptions
...
This makes use of both the existing interfaces and could use the
existing cache file but we'll create a new one and cleanup the old one
to avoid issues and use a more consistent name.

We allow passing formulae by URL, file path, etc whose descriptions won't be cached
Closes Homebrew/homebrew#43726 .

We allow to use options like --verbose and --debug for all commands.
And we should support switch format options, e.g. `brew desc -vs foo`
