Deprecate postgresql-upgrade-database
...
This is an out-of-band deprecation but this command is broken and we're
not going to fix it so it's not really worth a deprecation cycle.

cmd/postgresql-upgrade-database: import from homebrew/core.
...
This is useful for non-contributor users but won't be installed if they
don't have homebrew/core tapped (the default).
