Move o* output methods to Utils::Output
...
This reduces the surface area of our `Kernel` monkeypatch and removes
the need to `include Kernel` in a bunch of modules.
While we're here, also move `Kernel#require?` to `Homebrew` and fully
scope the calls to it.

utils: fix SVN remote test on Mojave.
...
For some reason Mojave needs the SSL args always set otherwise this
will always fail waiting for interactivity.
Also, while debugging this I noticed that `utils.rb` had a failure
expecting an integer so fix that too.
