Deprecate cask requirements.

This probably has to wait until 2.7.0 now and will require a bunch of
formula changes/deprecations but we should probably start moving in this
direction given we're not installing any of these on our CI any more.

Rename Formula#installed? to Formula#latest_version_installed?
...
This naming has always been a bit weird and confusing so let's change
it and provide a `compat` fallback for later deprecation.

Deprecate requirements harder
...
Remove more Requirement logic to enable future removal of default
formula logic. Also, output deprecations, convert symbol requirement
usage to deps and simplify the compatibility code for the direct
Requirement usage.

java_requirement: port to Linux and refactor
...
Split the core requirement class into generic, Linux-specific,
and macOS-specific parts.
Additionally, the Linux version is now able to detect Java versions
(the previous Linuxbrew implementation was only able to detect
if Java was present at all.)
