cmd/log: various fixes. 
- Don't pass through `args:` when called with no arguments; these don'T
  need to be passed and end up breaking things instead.
- Make `T.must` as early as possible.
- Add a type signature to `git_log` to enable `typed: strict` and catch
  these sorts of bugs earlier next time.
- `--follow` only works with a single file so check if the path is a
  file before adding it to the arguments.

Various sharding fixes 
- Load paths with no API when needed (e.g. for `brew edit`)
- Use no API mode for `brew log` as it's needed there
- Define sharding format for homebrew-cask and homebrew-core inside
  `Tap` methods
- Create new formulae/casks in location defined by these `Tap` methods
- Fix a bug in Formulary that made sharded formulae lookup less
  efficient (and possibly broke it for core and some API usage)
- Fix various other hardcoded Formula/Cask directory assumptions

log: use user path 
Without this, one can't use a custom pager, if it's present in
non-standard PATH, like for example Homebrew on Linux prefix.

228cbd81c9 Use Homebrew's gitconfig for various commands 
Git is a transport and storage mechanism for us so we don't want to
allow arbitrary customisation of this due to user issues e.g. #3664
and #3561.

Fixes #3664.
