env_config: use environment variables consistently 
- use e.g. `$HOMEBREW_*` for cases where only the environment variable
  is the entire backtick-quoted string
- use e.g. `${HOMEBREW_*}` for cases where the environment variable is
  part of a backtick-quoted string to make clear what parts are variable
  and what parts are not
- use `export HOMEBREW_*=...` for cases where we're talking about
  setting the environment variable (because it likely needs to be
  exported to work how they want)

Inspired by https://github.com/Homebrew/homebrew-bundle/pull/1579 making
similar changes for Homebrew/homebrew-bundle.

b79778229c Resolve Cask::Cask.all todo 
Now it takes the :eval_all parameter that means we can remove
ARGV handling inside Cask::Cask.all.

72152c09c7 cmd/uses: handle --missing 
Ignore all dependencies that are already installed before
checking if they use the dependency in question. Remove
the :satisfied? criteria before checking used dependents.

e314a43754 dependency_helpers: include required & use public_send 
- Use .required? instead of .tags.empty?
- use .public_send
- modify .reject_ignores to be .select_includes
  - checks ignores first now
- Don't use runtime deps with --missing in `brew deps` command

Do the usual dance:
- commented `odeprecated` to `odeprecated`
- `odeprecated` to `odisabled`
- `odisabled` removed

Deprecate reading all formulae through commands 
We added the `--all` flag (now renamed to `--eval-all`) for various
commands for this behaviour so let's start deprecating this.

Also, introduce a `HOMEBREW_EVAL_ALL` environment variable to use the
existing, less secure, behaviour by default and avoid passing
`--eval-all` everywhere.

Update uses of Formula.all/Cask::Cask.all 
Add some `--all` flags we'll eventually migrate to to ensure that we'll
eventually require their usage to read all formulae. Where we need to
do stuff later, add some comments.

2e5272d04c Deprecate/disable code for Homebrew 2.5.0. 
Do the usual "disable deprecations" and "uncomment pending deprecations"
dance and delete/deprecate/disable relevant/related code.
