Take 2 of https://github.com/Homebrew/brew/pull/17692 but with:
- provide and document `HOMEBREW_NO_VERIFY_ATTESTATIONS`
- don't try to run unless there's GitHub credentials
- don't try to run unless `gh` is installed
- don't try to run in CI
While we're here:
- split out a `Homebrew::EnvConfig.devcmdrun?` helper method
- add some missing `Homebrew::EnvConfig.github_api_token` presence
checks
Add `brew tab`, a new command to edit tab information, as previously
discussed in https://github.com/Homebrew/brew/pull/17125#issuecomment-2068473483.
Currently, this supports marking or unmarking formulae as installed on
request.
Sample usage:
$ brew tab --installed-on-request curl
==> curl is now marked as installed on request.
$ brew autoremove --dry-run
[no output]
$ brew tab --no-installed-on-request curl
==> curl is now marked as not installed on request.
$ brew autoremove --dry-run
==> Would autoremove 2 unneeded formulae:
curl
rtmpdump

`autoremove` is destructive, and it can be difficult for users to
recover from it occuring when they weren't expecting it.

- Add a (large) speedup by moving some logic to Bash for the typical
case of a normal or dev-cmd, Bash or Ruby command.
- Make `brew command` a non-developer command, I don't think it makes
sense to consider it something needed for developing Homebrew.
- Update the manpage/tests/RBI accordingly.

- Byebug was introduced in [2020](https://github.com/Homebrew/brew/pull/7577) for hooking into tests for debugging.
- It does not work anymore in so far as it does not stop at breakpoints when following the instructions to trigger them in tests.
We already had `HOMEBREW_FORBIDDEN_LICENSES` but this commit adds
`HOMEBREW_FORBIDDEN_CASKS`, `HOMEBREW_FORBIDDEN_FORMULAE` and
`HOMEBREW_FORBIDDEN_TAPS` for also forbidding those.
Relatedly, add `HOMEBREW_FORBIDDEN_OWNER` and
`HOMEBREW_FORBIDDEN_OWNER_CONTACT` to allow customising these
messages.
There were no existing tests for `HOMEBREW_FORBIDDEN_LICENSES` so have
added more tests for all of these checks.

- The preferred way of doing RBI generation is via Tapioca. So I am
trying to stop being intimidated by it, by learning how it works.
- This is very WIP still, currently failing with the following message
because the `module` name is missing in the generated RBI file.
