Formula: provide compiler failure collections

`needs` allows formulae to specify dependencies on cross-compiler
dependencies, allowing multiple failures to be specified in a single
statement. For instance, `needs :cxx11` adds seven compiler failures.

Closes Homebrew/homebrew#22912.
