cmd/update: tweak API update behaviour.

Browse Source 
- Use `HOMEBREW_CASK_REPOSITORY` more consistently
- Skip auto-updating homebrew-core for `HOMEBREW_DEVELOPER` too (without
  explicit `brew update`)
- Also skip auto-updating homebrew-cask
