Support Tiers: document future macOS support

Let's provide a clear roadmap of what we plan to support, not and
when we plan to make these changes.

## Future macOS Support
Apple has announced that macOS Tahoe 26 will be the last version of macOS that runs on Intel x86_64.
As a result, Homebrew will also drop macOS Intel x86_64 support in a future release.
Here's the timescale for planned future Tier support:

- Tier 1: macOS Sequoia 15, Sonoma 14, Ventura 13 on Apple Silicon and Intel x86_64
- Tier 2: macOS Tahoe 26
